Singapore's Cyber Security Agency: Regulatory Overview

The Cyber Security Agency of Singapore (CSA) operates under the Prime Minister's Office and coordinates national cybersecurity strategy. Key regulatory changes documented for 2025-2026 include:

  • Mandatory Cyber Trust Mark (CTM) certification for Critical Information Infrastructure owners by end-2027, with licensed cybersecurity providers required to comply by end-2026

Cybersecurity Workforce: The Talent Gap

Singapore currently needs an estimated 2,800 to 4,400 additional cybersecurity professionals to meet demand. According to industry surveys, 47% of security teams are overstretched, with one-third of organisations citing insufficient IT personnel as a barrier to managing both urgent and long-term security priorities.

In November 2024, cybersecurity roles were added to Singapore's official Shortage Occupation List for the first time, covering penetration testing specialists, digital forensics specialists, cybersecurity engineers, and cybersecurity architects.

The CSA's S$50 million Cyber TIG Plan targets talent development, innovation funding, and growth across the sector. The national cybersecurity workforce has grown from approximately 4,000 professionals in 2016 to over 12,000 by 2022.
